Sales Restrictions
Sale of single cigarettes/sticks
The law prohibits the sale of cigarettes in an open packet or loose form.

The law prohibits vending machine sales of tobacco products.

Sale of tobacco products via the internet
The law prohibits the sale of tobacco products through the internet.
The law aligns with FCTC Art. 13 and the FCTC Art. 13 Guidelines with respect to internet sales of tobacco products.
Sale of smokeless tobacco products
The law does not specifically prohibit the sale of smokeless tobacco products; therefore, the law is interpreted as permitting the sale of smokeless tobacco products.
Sale of waterpipe tobacco products
The law does not specifically prohibit the sale of waterpipe tobacco; therefore, the law is interpreted as permitting the sale of waterpipe tobacco.
Location-based Sales Restrictions
Schools/educational facilities
The law prohibits the sale of tobacco products in educational and higher educational institutions and within 40 meters of the border or fences of those institutions. If the educational institution or higher educational institution is located in a commercial building, smoking is banned within 3 meters from the entrance of the institution.
Playgrounds
The law prohibit the sale of tobacco products at “any roads, stalls, or market which is temporary in nature.” Because kiosks on a playground are temporary in nature, the sale of tobacco product on playgrounds is banned.
Stadiums/arenas
The law does not prohibit or restrict the sale of tobacco products in stadiums/arenas; therefore, the law is interpreted as permitting the sale of tobacco products in stadiums/arenas, if a tobacco retail license is obtained.
Healthcare facilities
The law does not prohibit or restrict the sale of tobacco products in healthcare facilities; therefore, the law is interpreted as permitting the sale of tobacco products in healthcare facilities, if a tobacco retail license is obtained.
Cultural facilities
The law does not prohibit or restrict the sale of tobacco products in cultural facilities; therefore, the law is interpreted as permitting the sale of tobacco products in cultural facilities, if a tobacco retail license if obtained.
Road, stalls, or markets that are temporary in nature
The law prohibit the sale of tobacco products at “any roads, stalls, or market which is temporary in nature.”
Retail Package Size Restrictions
Minimum number of cigarette sticks per unit package
The law prohibits the sale of cigarettes in packages of fewer than 20 sticks.
The law aligns with FCTC Art. 16 with respect to the sale of small packets of cigarettes.
Minimum weight of smokeless tobacco per unit package
The law does not require a minimum weight per unit package of smokeless tobacco.
Retail Licensing Requirements
Specific retail license or equivalent approval required to sell tobacco products
The law requires retail traders in tobacco products to obtain a license in order to sell tobacco products.
The law aligns with FCTC Art. 15 in that the law requires retailers to obtain a license or equivalent approval to sell tobacco products.
