HTPs are regulated subject to the legislative framework under Decree No. 28 of December 17, 2002 “On State Regulation of the Production, Sale and Consumption of Tobacco Raw Materials and Tobacco Products,” which regulates the production, circulation, and use of HTPs. This law has been amended many times, including as recent as May 21, 2020.
