Tobacco Product
Tobacco product: a product, fully or partially made from tobacco leaf and/or other parts of the tobacco plant as raw materials, prepared in such a way that it may be used for smoking.
The definition of “tobacco product” contained in the Technical Regulations for Tobacco Products (TR TC 035/2015) is narrower than the definition of “tobacco products” contained in FCTC Art. 1(f) because it encompasses only products for smoking. Therefore, the requirements in the Technical Regulations apply only to smoked tobacco products.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Consumer packaging: packaging intended for the sale or primary packaging of products sold to the final consumer.
The definition of “consumer packaging” contained in the Technical Regulations for Tobacco Products (TR TC 035/2015) aligns with the definition of “outside packaging and labeling” contained in FCTC Art. 11(4) in that it encompasses all packaging used in retail sale.
