Article 17 of Law No. 8/X/2022 requires all tobacco products to carry a combined picture/text warning that occupies 50% of the front, 100% of the back, and 100% of the side of the tobacco product package. Regulations have not yet been issued under the law. Therefore, it is uncertain how many health warnings are in circulation at a time, if rotation is required, and if so, for how long.
The law meets FCTC Art. 11 and aligns with the FCTC Art. 11 Guidelines with respect to size and location of health warnings. However, regulations must be issued in order for the law to align fully with FCTC Art 11 and the FCTC Art 11 Guidelines.
