Ingredient
"Ingredient" means any substance used in the manufacture of a tobacco product, vaping product or their components, including any substance used in the manufacture of that substance, and, in respect of a tobacco product, also includes tobacco leaves.
The definition of "ingredient" is significant because the Tobacco Reporting Regulations require reports on constituents annually and reports on ingredients quarterly.
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients). Additive
"Additive," in respect to tobacco products, means an ingredient other than tobacco leaves.
The definition of "additive" is significant because the law requires cigarette contents, included additives, to be reported quarterly.
Manufacturer
"Manufacturer," in respect of a tobacco product or vaping product, includes any entity that is associated with a manufacturer, including an entity that controls or is controlled by the manufacturer of that is controlled by the same entity that controls the manufacturer.
The definition of "manufacturer" is significant because manufacturers are subject to disclosure requirements. The definition makes clear that importers are also subject to disclosure requirements.
