Law No. 010/PR/2010 on Tobacco Control
COMMENTS: Law No. 010/PR/2010 on Tobacco Control is the primary piece of legislation governing tobacco control in Chad, regulating smoke free places; tobacco advertising, promotion and sponsorship; and packaging and labeling of tobacco products, among other things.
Administrative Order No. 039 PP/PM/MSP/SE/SG/DGAS/DSPELM/15 Concerning Regulation of Packaging and Labeling of Tobacco Products in the Republic of Chad
COMMENTS: Administrative Order No. 039 PP/PM/MSP/SE/SG/DGAS/DSPELM/15 establishes the requirements of the graphic health warnings required to be displayed on the packaging and labeling of all tobacco products. This order was subsequently amended by Administrative Order No. 145/PR/MSP/SG/DGSELM/DMTNT/18.
This order was repealed by Order No. 420/PR/MSPSN/SE/DGM/DGTLMPS/DMTNT/SMNT/PNLTAD/2020, whose requirements entered into force on June 30, 2021.
Guide to Affixing Graphic Health Warnings on Tobacco Product Packaging
COMMENTS: The Guide to Affixing Graphic Health Warnings on Tobacco Product Packaging was issued in 2018 and contains the two combined picture and text health warnings that are to appear on product packaging for a period of 24 months.
Administrative Order No. 145/PR/MSP/SG/DGSELM/DMTNT/18 Concerning the Amendment of Administrative Order No. 039/PR/PM/MSP/SE/SG/SG/DGAS/DSPELM/15
COMMENTS: Administrative Order No. 145/PR/MSP/SG/DGSELM/DMTNT/18 amends Administrative Order No. 039/PR/PM/MSP/SE/SG/SG/DGAS/DSPELM/15 with respect to the placement of health warnings on the front and back surfaces. All entities have nine months to comply with this order, with the requirements entering into force on February 15, 2019.
This order was repealed by Order No. 420/PR/MSPSN/SE/DGM/DGTLMPS/DMTNT/SMNT/PNLTAD/2020, whose requirements entered into on June 30, 2021.
Joint Administrative Order No. 0179 PR/MSP/MMDIDPSP/SG/2018 Concerning the Opening of Points of Sale for Tobacco Products in Chad
COMMENTS: Joint Administrative Order No. 0179 PR/MSP/MMDIDPSP/SG/2018 establishes the conditions for the opening and operation of points of sale for tobacco products. Persons operating points of sale have nine months to comply with this order, with the conditions entering into force on April 13, 2019.

Order No. 420/PR/MSPSN/SE/DGM/DGTLMPS/DMTNT/SMNT/PNLTAD/2020 Regulating the Packaging and Labeling of Tobacco Products in the Republic of Chad
COMMENTS: Order No. 420/PR/MSPSN/SE/DGM/DGTLMPS/DMTNT/SMNT/PNLTAD/2020 regulates the packaging and labeling of tobacco products under Law No. 010/PR/2010 on Tobacco Control. The order requires health warnings to cover 80% of the front and back of packaging. Manufacturers, importers, exporters, distributors, and retailers were granted nine months to comply - June 30, 2021. The Original Language file includes the Annex, whereas the English translation does not.
