Tobacco Product
Law No. 175-AN-07: “Tobacco products” is understood to refer to products entirely or partly made of the leaf of tobacco as raw material which are manufactured to be used for smoking, sucking, chewing or snuffing.
Decree No. 2008-0183: “Tobacco product”: a product entirely or partly made of tobacco leaves as a raw material which is manufactured to be used for smoking, sucking, chewing or snuffing, and includes leaves and their extracts.
The definition of “tobacco product” aligns with the definition of “tobacco product” provided in FCTC Art. 1(f).

Outside Packaging and Labeling
“Packaging” or “Wrapping”: container, receptacle or envelope in which tobacco products are sold to consumers.
Health warnings are required to be on packaging and wrapping. The definition of “packaging” or “wrapping” ensures that warnings are on all packaging and labeling used in the retail sale of tobacco products. Therefore, the definition aligns with the definition of “outside packaging and labeling” provided in the FCTC.

Tobacco Industry
“Tobacco industry”: is understood to refer to companies engaging in the manufacture and wholesale distribution of tobacco products, as well as importers of such products.
The definition of “tobacco industry” is relevant because it includes tobacco importers as well as manufacturers among the entities responsible for complying with tobacco control laws. This definition aligns with the definition of tobacco industry provided in FCTC Art. 1(e).
