Ingredient
“Ingredient” means the tobacco, an additive and any substance or element present in a finished tobacco product or related products, including papers, filters, ink, capsules and adhesive agents.

Characterizing aroma
“Characterizing aroma” means an odor or flavor that is clearly distinguishable other than from tobacco due to an additive or combination of additives, including, but not only, fruit, spices, herbs, alcohol, candies, menthol or vanilla, which is perceptible before or during consumption of the tobacco product.
The definition of "characterizing aroma" is significant because the law prohibits the sale of tobacco products with a unique or characterizing aroma.
Emissions
“Emissions” means the substances released by tobacco or a related product when used as intended, for example, in the substances present in smoke or substances issued during the use of non- smoking tobacco products.

Maximum Level or Maximum Level of Emissions
“Maximum level of emissions” means the quantity or maximum emission, equal to zero, of a substance, measured in milligrams for a tobacco product.

Additive
“Additive” means the substance other than tobacco that is added to a tobacco product in a single package or any external packaging.

Aroma
“Aroma” means an additive that has an odor or flavor or odor and flavor.

Ability to be Addictive
"Ability to be addictive" means the pharmacological potential of a substance to create addiction, a condition which affects the capacity of the individual to control his behavior, usually through a reward mechanism or reduction in withdrawal symptoms, or both.

Toxicity
"Toxicity" means the degree of harmfulness of a substance in the human body, understanding the effects that occur over time, usually by consumption or repeated or continuous exposure.
