Key Terms
Ingredient
“Ingredient” means any
a) substance, including tobacco;
b) chemical;
c) compound;
d) component (including paper, filter, portion pouch or other similar part of the product) and the materials used to manufacture such components;
e) additives;
f) processing aids;
g) residual substances found in tobacco (following storage and processing); or
h) substances that migrate from the packaging material into the product (contaminants are not part of the ingredients).
The definition of “ingredient” is significant because the law appears to grant authority to the Minister to require disclosure of information regarding ingredients used in the manufacture of tobacco and tobacco products. It is unclear, however, under what circumstances such disclosures are required.
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients). (FCTC Art. 9 & 10 Partial Guidelines)

Contents
“Contents” means—
(a) constituents with respect to processed tobacco; and
(b) ingredients with respect to tobacco products;
The definition of “contents” is significant because the law requires that a list of contents be included on packaging of tobacco products.
Design Feature
“Design feature” means a characteristic of the design of a tobacco product that has an immediate causal link with the testing and measuring of its contents and emissions.
The definition of “design feature” is significant because the law states that information about design features shall be provided to the Minister of Health when requested.
Emissions
“Emissions” means substances that are released from tobacco or tobacco products.
The definition of “emissions” is significant because the law prohibits statements about relative risk based on emissions.
