Tobacco Product
"Tobacco product" means products made of tobacco or tobacco alternatives, including
leaves, leaf extracts such as pipes, and cigarette filters.
The definition of "tobacco product" is significant because it specifically includes "tobacco alternatives," which includes e-cigarettes.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
E-Cigarette
"Tobacco alternative" means a battery-operated device, generally containing cartridges filled with nicotine, flavor and other chemicals, which turn into a vapor that is inhaled by the smoker, and all materials related to a tobacco product including the electronic water pipe.
The law contains a definition of “tobacco alternative” rather than "e-cigarette.” For the purpose of this review, "e-cigarette" will be used when the law describes "tobacco alternative."
