Key Terms
Ingredient
Ingredient means any substance other than the leaves and other natural or untransformed or unprocessed parts of the tobacco plant used in the manufacture or preparation of a tobacco product and still present in the finished product, even in modified form, including the paper, filter, inks and glues.
The definition of "ingredient" is significant because the law prohibits the use of certain ingredients in tobacco products. The law further requires the disclosure of information regarding the ingredients of tobacco products.
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients). (FCTC Art. 9 & 10 Partial Guidelines)
Components
Components means chemical products, including particles, vapors and gas in smoking or smokeless tobacco products
The definition of "components" is significant because the law requires the disclosure of "components" of tobacco products.
Emission
"Emission" means any substance or combination of substances produced by combustion or during the manufacture or consumption of a tobacco product.
The definition of "emission" is significant because the law authorizes the Minister of Public Health to regulate the emissions of tobacco products. The Minister, however, has not yet issued these regulations.
