Proclamation No. 11/2016, Order of Printing Warning Images and Texts on the Packaging of Tobacco Products
COMMENTS: The Order of Printing Warning Images and Texts on the Packaging of Tobacco Products, issued by Proclamation No. 11/2016, includes the requirements for graphic health warnings to cover 75% of the front and back faces of tobacco product packaging. The Order also requires text statements on the side faces and prohibits the use of misleading terms on tobacco product packaging.

Ministry of Health Notification No. 62/2022, Order Amending Order No. 453/2021 Relating to Standardized Packaging and Printing of Graphic Health Warnings on Cigar and Tobacco Products
COMMENTS: Notification No. 62/2022 amends the effective date of Order No. 453/2021 to January 1, 2023. However, the effective date was further delayed by Notification No. 203/2022.
Ministry of Health Order No. 453/2021, Order for Packaging of Tobacco Products and Printing of Health Warning Pictures and Text Statements According to the Standards
COMMENTS: Ministry of Health Order No. 453/2021 requires plain packaging of cigarettes. The Order also contains updated pictorial health warnings to be included on tobacco product packaging. Ministry of Health Order No. 453/2021 repeals Proclamation No. 11/2016, Order of Printing Warning Images and Texts on the Packaging of Tobacco Products. This Order was subsequently amended twice - first in April 2022 and second in September 2022 - delaying the date on which plain packaging comes into effect from April 10, 2022 until December 31, 2023.
Ministry of Health Notification No. 203/2022, Second Order Amending Order No. 453/2021 Relating to Standardized Packaging and Printing of Graphic Health Warnings on Cigar and Tobacco Products
COMMENTS: Notification No. 203/2022 amends the effective date of Order No. 453/2021 to December 31, 2023. As of this date, plain packaging of cigarettes will be required at the manufacturer level, with plain packaging of cigarettes required at the retail level 90 days later - March 31, 2024.
