Sales Restrictions
(e.g., seizure of the product, publication of the violation/violator)
A violation of the ban on vending machine sales is subject to a fine not exceeding N$100,000, imprisonment for a period not exceeding five years, or both. In addition, the vending machine and tobacco products that are the subject of the offense may be seized.
A violation of restrictions on the sale of single cigarettes is subject to a fine not exceeding N$4,000, imprisonment for a period not exceeding one year, or both.
Location-based Sales Restrictions
Tobacco sales are not restricted by location; therefore, there are no associated penalties.
Minimum Retail Package Size
(e.g., seizure of the product, publication of the violation/violator)
A violation of the minimum retail package size is punishable by a fine not exceeding N$4,000, imprisonment for a period not exceeding one year, or both. In addition, the tobacco products that are the subject of the offense may be seized.
Minimum Legal Sales Age

A violation of the ban on sales to persons below the age of 18 is punishable by a fine not exceeding N$100,000, imprisonment for a period not exceeding five years or, both. In addition, the tobacco products that are the subject of the offense may be seized.
