Tobacco Product
Tobacco: a product obtained from a mixture of plants of the species Nicotiana tabacum and Nicotiana rustica and/or any mixture of them and then cured by exposing them to smoke, sun, air, fire, or maturation.
The definition of “tobacco” contained in the law aligns with the definition of "tobacco product" provided in FCTC Art. 1.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Container packet: for a tobacco product, this means any packaging that contains, or is supposed to contain, the tobacco product to be sold. It wholly or partially includes:
3.6.1 The product’s unit packet.
3.6.2 Or, a group of unit packets.
If the packet contains more than one separator part in the packaging, each separator part is considered a separate container packet.
The law defines the term "container packet" to include any packaging that contains the tobacco product to be sold. It includes both the unit packet and a group of unit packets. This definition aligns with the definition of "outside packaging and labeling" contained in FCTC Art. 11 in that it encompasses any packaging used in the retail sale of the product.

Unit Packet
"Unit packet": for tobacco products, this means the smallest packaging (whether or not it is inside a container packet) that contains, or is supposed to contain, the tobacco product for the purpose of sale, and has no internal transparent wrapper.
