Sales Restrictions
A violation of tobacco sales restrictions (i.e., violation of the ban on single cigarette sales, and sales by vending machine and internet) is punishable by a fine: 1) on individuals, from 2,000.00 to 3,000.00 rubles, 2) on officials, from 5,000.00 to 10,000.00 rubles, and 3) on legal entities, from 30,000.00 to 50,000.00 rubles.
The sale of naswar is punishable by a fine: 1) on individuals, from 2,000.00 to 4,000.00 rubles, 2) on officials, 7,000.00 rubles, and 3) on legal entities, from 40,000.00 to 60,000.00 rubles.
Location-based Sales Restrictions
A violation of location-based sales restrictions is punishable by a fine: 1) on individuals, from 2,000.00 to 3,000.00 rubles, 2) on officials, from 5,000.00 to 10,000.00 rubles, and 3) on legal entities, from 30,000.00 to 50,000.00 rubles.
Minimum Retail Package Size
The law does not regulate the minimum size of tobacco product packages; therefore, there are no associated penalties.
Minimum Legal Sales Age
The sale of tobacco products to a minor is punishable by a fine: 1) on individuals, from 3,000.00 to 5,000.00 rubles, 2) on officials, from 30,000.00 to 50,000.00 rubles, 3) on legal entities, from 100,000.00 to 150,000.00 rubles.
