Tobacco Product
“Tobacco products”: all products made of or mixed with tobacco and intended to be smoked, sniffed, dipped, sucked or chewed.
The definition of “tobacco products” aligns with the FCTC definition.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
“Package of tobacco”: packaging, pouch, box or other package containing a tobacco product for sale.
The definition of “package of tobacco” aligns with the FCTC definition of “outside packaging and labeling” in that it covers any packaging used in retail sale.
Any packaging and labeling used in the retail sale of the product. (FCTC Art. 11(4))
Health Warning or Health Message
“Health warning” or “health message”: warning or other information about the health effects of tobacco use or exposure to tobacco smoke, the benefits of and/or suggestions for quitting, and any other appropriate tobacco control message, as prescribed by ministerial instructions provided by an Order of the Minister in charge of health.
The definition of “health warning” or “health message” describes the information to be contained in health warning labels on product packaging and identifies the Minister of Health as the individual responsible for providing further instructions.
