Restriction of the Use of Tobacco Products Act (ZOUTPI)
COMMENTS: The Restriction of the Use of Tobacco Products Act is the primary piece of legislation regulating tobacco products, including e-cigarettes as "related products." The Act implements the 2014 EU Tobacco Products Directive (Directive 2014/40/EU) and includes further restrictions on smoke free environments, advertising, promotion and sponsorship, and packaging and labeling. Amendments to the Act were adopted in May 2017 and April 2024.
Regulations on Health Warnings on Tobacco Products (as amended)
COMMENTS: The Rules on Health Warnings for Tobacco Products establishes further rules related to health warnings and other information required to appear on tobacco product packaging. These Rules were issued in May 2017 and amended in September 2017.
Law on the Amendment of the Law on Restriction of the Use of Tobacco Products (ZOUTPI-A)
COMMENTS: The Law on the Amendment of the Law on Restriction of the Use of Tobacco Products contains a minor amendment to the smoke free provisions to permit smoking on stage in cultural facilities when part of a performance.

COMMENTS: The Rules on the Uniform Packaging of Tobacco Products require the plain packaging of cigarettes and roll-your-own tobacco.
Act Amending the Restriction on the Use of Tobacco Products and Related Products Act (ZOUTPI-B)
COMMENTS: The Act Amending the Restriction on the Use of Tobacco Products and Related Products Act (ZOUTPI-B) is the second act amending the Restriction on the Use of Tobacco Products and Related Products Act of 2017. The changes include the elimination of designated smoking rooms beginning December 31, 2025, prohibiting flavors other than tobacco flavor in e-cigarettes, and bringing nicotine-free e-liquid under the same regulatory framework as nicotine-containing e-liquid.
