Ingredient
“Ingredient” means any product component, material used to manufacture such component, residual substance from agricultural practices, storage and processing and substances that can migrate from packing into the product.
The definition of “ingredient” is significant because the Ministry of Health possesses authority to regulate tobacco product substances. No regulations, however, have been issued to date.
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients). Constituent
“Constituent”, in relation to any tobacco product, means nicotine, tar and any other constituent of a tobacco product or of tobacco smoke which the Minister may by notice in the Gazette declare to be a constituent for the purposes of this Act.
The definition of “constituent” is significant because regulations address tar, nicotine, and other constituents.
Emission
“Emission” means any substance that is produced when a tobacco product is used.
The definition of “emission” is significant because regulations establish maximum emissions limits.
