A brief comment on the extent of sub-national legislation:
Sub-national jurisdictions are permitted to have more stringent (but not less stringent) smoke free laws. Prior to enactment of national legislation, some municipalities had their own smoke free laws. However, since passage of the national legislation, no sub-national jurisdictions have passed legislation more stringent than national law.
