Tobacco Product
Tobacco products for smoking: Tobacco products other than smoke free tobacco products.
Smoke free tobacco products: A tobacco product that is not consumed by combustion, amongst other things plug chewing tobacco for nasal ingestion and tobacco taken orally.
The regulations contain definitions of the terms "tobacco products for smoking" and "smoke free tobacco products" that together align with the definition of "tobacco product" contained in FCTC Art. 1.
In addition, the regulations contain separate definitions for "hookah tobacco" and "rolling tobacco."
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Outer packaging: Each individual package in which tobacco or related products are placed on the market and that contains a single packet or a number of single packets, whereby transparent covering is not regarded as outer packaging.
The regulations contain a definition of "outer packaging" that aligns with the definition of "outside packaging and labeling" contained in FCTC Art. 11.
