E-cigarettes are listed in the law under “types of smoking products not containing tobacco.” This falls under the heading “types of tobacco products.” Therefore, it is uncertain whether e-cigarettes should be considered “tobacco products” under the law. Thus, the regulatory status code “Uncertain” is given. If they were to be considered tobacco products, their use would be prohibited in all indoor public places, workplaces, and public transport.

The Law on Advertising prohibits the advertising of goods and services that are not allowed to be manufactured or sold in Turkmenistan. Because the sale of e-cigarettes is prohibited, the law is interpreted as prohibiting their advertising and promotion as well.
