The law requires “proper packaging” and “serial numbering” on tobacco products.
Originally, the law required “proper packaging, serial numbering” and a pictorial warning label covering “50% of the packet.” The Ministry of Health issued a notice in February 2016 with two approved pictorial warning labels. However, the law was subsequently amended in 2018 to remove reference to the “pictorial label” and the 50% coverage requirement, instead only requiring “proper packaging” and “serial numbering.” Therefore, the current type and size of health warnings labels required on packaging is uncertain.
To meet FCTC Art. 11 and align with the FCTC Art. 11 Guidelines, the law should require, at a minimum, large, clear, visible, legible and rotating health warnings and messages that cover more than 50% but at least 30% of the principal display areas. Health warnings should contain pictures as well as text.
