The term “heated tobacco product” is not defined, but the products are included in the definitions of “smokeless tobacco product” and “tobacco product” (tobacco inserts) and “tobacco consumption system” (devices).

For the purpose of this review, we will be using the term “HTP” when referring to a “heated tobacco product.”

“Smokeless tobacco product” means a tobacco product intended for sucking and/or chewing (snus, nasvay and others made from tobacco (purified tobacco dust) and the alkaline component (chalk, lime or other alkaline components) with or without the addition of other ingredients), sniffing or use in systems for tobacco consumption.

The law includes tobacco inserts in the definition of “smokeless tobacco products” because tobacco inserts are tobacco products for use in systems for tobacco consumption.

“Tobacco consumption system” means a device used to heat tobacco and/or otherwise affect tobacco without burning or smoldering to form an aerosol.

The law includes devices in the definition of “tobacco consumption system.”

“Smoking tobacco product” means a tobacco product intended for smoking (cigarette, cigar, cigarillo, papirosy, hookah tobacco, pipe and smoking tobacco, makhorka smoking tobacco and other tobacco).

The law includes conventional cigarettes in the definition of “smoking tobacco product.”

“Type of tobacco product” means smoking and smokeless tobacco products, similar in consumer properties and method of consumption.

The law includes “smokeless tobacco products,” as a type of tobacco product for certain provisions of the law, which, by definition, includes tobacco inserts.

“Tobacco product” means a product made entirely or partially of tobacco raw materials in such a way as to be used for smoking, sucking, chewing or sniffing, other consumption methods, packaged in consumer packaging for retail.

The law defines “tobacco product” to include any means of consumption of any product made with tobacco, which includes tobacco inserts. Under the law, “smokeless tobacco products,” which include tobacco inserts, are a type of “tobacco product.”
