Analysis

The law requires combined picture and text health warnings on all tobacco product packages. Together, the combined picture and text health warning must occupy 90% of the two main surfaces (front and back), with the image covering 60% and the text covering 30%.

The Ministry of Health is authorized to issue the combined picture/text warnings, and the law requires the Ministry to update the health warnings every two years. The current round of warnings includes four images and accompanying text. According to the health warning implementation guide, the warnings are to appear in two pairs, with one warning displayed on the front and a different warning displayed on the back.

The law meets FCTC Art. 11 and aligns with the FCTC Art. 11 Guidelines with regard to size, location, and rotation.
