Tobacco Product
Tobacco Products: any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing or snuffing.
The definition in the law aligns with the definition of “tobacco product” provided for in FCTC Art. 1(f).

Outside Packaging and Labeling
Packaging: both immediate and other wrappings of tobacco products.
Labeling: the statements, indications, instructions on use, product brands, images or signs concerning the tobacco products and appearing on the tobacco products or on any wrapping, document, slip, label, tobacco pouch, or bands accompanying the tobacco products or having to do with them.
The definitions of "packaging" and "labeling" in the decree align with the definition of "outside packaging and labeling" provided for in FCTC Art. 11 because they encompass packaging and labeling used for retail sale.
