Tobacco Product
“Tobacco products” refers to all types of products made of tobacco leaf, strands of tobacco or any substance of tobacco produced by tobacco industrialists or by any other means to be used for direct smoking or other forms including sucking, chewing, dipping or snuffing.
The definition of "tobacco products" contained in the Law on Tobacco Control aligns with the definition of "tobacco product" provided in FCTC Art. 1(f).
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
[Law on Tobacco Control] “Package of tobacco product” refers to box, paper, or outer wrapping or any other material used for packaging tobacco products excluding the farmer’s sack or container for holding their tobacco products.
[Sub-Decree on Health Warnings] “Tobacco products packages or packaging” refers to box, paper, or wrapping material, or any other material used for packaging tobacco products excluding bag or container that farmers use to contain their tobacco.
The definitions of "package of tobacco product" in the Law on Tobacco Control and "tobacco products packages or packaging" in the Sub-Decree on Health Warnings cover all materials used to package tobacco products, which is interpreted to mean all packaging used in retail sale. Therefore, these definitions aligns with the definition of "outside packaging and labeling" provided in FCTC Art. 11(4).

Health Warning Message
“Health warning message” refers to messages in Khmer language and pictures printed on the package of tobacco products demonstrating the danger of tobacco use and other relevant information.
The definition of “health warning message” clarifies that warnings are to be composed of both text and images, with text being in the Khmer language.
