“Electronic cigarette containing nicotine” means a product that can be used for the consumption of nicotine-containing vapor via a mouthpiece, or parts of such a product, including a cartridge, a refillable tank and a device without a cartridge or refillable tank. Electronic cigarettes can be for single use or refillable by means of a refill container and a refillable tank, or can be reloaded with a single use cartridge.

The law contains a definition of "electronic cigarette containing nicotine" rather than "e-cigarette." For the purposes of this review, we will be using the term "e-cigarettes" when referring to electronic cigarettes containing nicotine.

“Refill container containing nicotine” means a container that contains a nicotine-containing liquid, which can be used for the refilling of an electronic cigarette containing nicotine.

For the purpose of this review, we will use the term “refill container” when referring to a “refill container containing nicotine.”

“Nicotine-containing liquid” means liquid with nicotine alkaloids that can be used in an electronic cigarette or refill container.

“Distinctive flavor” means a prominent fragrance or taste of other than tobacco that is the result of an additive or combination of additives, including fruits, spices, herbs, alcohol, sweets, menthol, or vanilla, and that is perceived as fragrance or tasted before or during consumption of an electronic cigarette with or without nicotine.”

“Advertise” means every action that has the aim of promoting the sale of electronic cigarettes and refill containers with or without nicotine, or which has this as a direct or indirect effect.

“Public” means all citizens of the country, with the exception of persons involved commercially in the production, import or sale of electronic cigarettes and refill containers with or without nicotine
