Tobacco Product
“Tobacco product” means a product entirely or partly made of the leaf tobacco as raw material which are manufactured to be used for smoking, sucking, chewing, or snuffing.

Outside Packaging and Labeling
“Outside packaging” means the covering, wrapper, or container that has direct contact with the tobacco product intended for retail sale.
The definition of “outside packaging” aligns with the definition of “outside packaging and labeling” provided in FCTC Art. 11 because it encompasses all packaging used for retail sale.
