Sales Restrictions
Sale of single cigarettes/sticks
The Tobacco Control Act prohibits the sale of a unit package of cigarettes "unless the packet is intact and contains 20 sticks of cigarettes." This requirement that the packet be "intact" is interpreted as prohibiting the sale of single cigarettes.
The law aligns with FCTC Art. 16 in that the law prohibits the sale of single cigarettes.
Sale of tobacco products via vending machines
The law prohibits vending machine sales of tobacco products.

Sale of tobacco products via the internet
The law prohibits the sale of tobacco products through the internet.

Sale of smokeless tobacco products
The law prohibits the import, manufacture, distribution, possession, sale or offer for sale of a smokeless tobacco product.
Sale of waterpipe tobacco products
The law does not specifically prohibit the sale of waterpipe tobacco; therefore, the law is interpreted as permitting the sale of waterpipe tobacco.
Location-based Sales Restrictions
Schools/educational facilities
The law prohibits the sale of tobacco products in "educational institutional of all levels and within one hundred meters from those premises."
Playgrounds
The law does not prohibit or restrict the sale of tobacco products on playgrounds; therefore, the law is interpreted as permitting the sale of tobacco products on playgrounds.
Stadiums/arenas
The law prohibits the sale of tobacco products in "sports arenas and within one hundred meters from those premises."
Healthcare facilities
The law prohibits the sale of tobacco products in "hospitals, clinics and other health institutions and within one hundred meters from those premises."
Cultural facilities
The law prohibits the sale of tobacco products in "cinemas and theatrical performance halls and within one hundred meters from those premises."
Childcare facilities
The law prohibits the sale of tobacco products in "premises in which children are cared for and within one hundred meters from those premises."
Public places of worship
The law prohibits the sale of tobacco products in "public places of worship and within one hundred meters from those premises."
Prisons
The law prohibits the sale of tobacco products in prisons.
Police stations
The law prohibits the sale of tobacco products in police stations.
Public service vehicles and other means of public transport
The law prohibits the sale of tobacco products in "public service vehicles and other means of public transport."
Public transport terminals
The law prohibits the sale of tobacco products in "public transport terminals, including airports and airfields and within one hundred meters from those premises."
Retail Package Size Restrictions
Minimum number of cigarette sticks per unit package
The law prohibits the sale of cigarettes in packages of fewer than 20 sticks.
The law aligns with FCTC Art. 16 with respect to the sale of small packets of cigarettes.
Minimum weight of smokeless tobacco per unit package
The law prohibits the import, manufacture, distribution, possession, sale or offer for sale of a smokeless tobacco product. Therefore, this requirement is not applicable.
Minimum number of cigarillo sticks per unit package
The law prohibits the sale of cigarillos in packages of fewer than 20 sticks.
Minimum weight of tobacco or a tobacco product per unit packet
The law prohibits the sale of tobacco or a tobacco product in unit packages weighing less than 100 grams.
Retail Licensing Requirements
Specific retail license or equivalent approval required to sell tobacco products
The law does not require a specific retail license to sell tobacco products.
To align with FCTC Art. 15, the law should require retailers to obtain a license or equivalent approval to sell tobacco products.
