Smoke Free Status of Outdoor Places
Parks, gardens and green zones managed by public departments
The law prohibits smoking in parks, gardens and green zones managed by public departments, except in areas designated for smoking.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines, which obligate Parties to adopt and implement effective measures providing protection from exposure to tobacco smoke “in indoor workplaces, public transport, indoor public places and, as appropriate, other public places.”
Beaches
The law prohibits smoking “on beaches where safety and oversight depend on public administrative agencies,” except in areas designated for smoking.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines, which obligate Parties to adopt and implement effective measures providing protection from exposure to tobacco smoke “in indoor workplaces, public transport, indoor public places and, as appropriate, other public places.”
Athletic facilities
The law prohibits smoking in athletic facilities, which includes both indoor and outdoor areas (see Implementing Guidelines, Sports and Cultural Facilities).
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines, which obligate Parties to adopt and implement effective measures providing protection from exposure to tobacco smoke “in indoor workplaces, public transport, indoor public places and, as appropriate, other public places.”
Public swimming pools
The law prohibits smoking at public swimming pools, which may be outside.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines, which obligate Parties to adopt and implement effective measures providing protection from exposure to tobacco smoke “in indoor workplaces, public transport, indoor public places and, as appropriate, other public places.”
Outdoor areas of primary and secondary schools and places for minors
The law prohibits smoking in primary and secondary schools and does not provide an exemption for the outdoor areas (see Art. 5 of Law). Therefore, smoking is prohibited in outdoor areas of primary and secondary schools (see also Tobacco Control Implementation Guidelines – Early Childhood, Primary and Secondary Education Establishments).

Outdoor areas of healthcare facilities
The law prohibits smoking in all healthcare facilities and does not provide an exemption for the outdoor areas (see Art. 5 of Law). Therefore, smoking is prohibited in outdoor areas of healthcare facilities (see also Tobacco Control Implementation Guidelines – Healthcare Establishments).

Outdoor areas of institutions of higher education
Smoking is restricted in outdoor areas of institutions of higher education and vocational training centers. On such premises, smoking is allowed in designated zones that are not frequented by minors.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines, which obligate Parties to adopt and implement effective measures providing protection from exposure to tobacco smoke “in indoor workplaces, public transport, indoor public places and, as appropriate, other public places.”
Within 10 meters of public transport stops
Smoking is prohibited within 10 meters of public transport stops, as determined by the competent local authority.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines, which obligate Parties to adopt and implement effective measures providing protection from exposure to tobacco smoke “in indoor workplaces, public transport, indoor public places and, as appropriate, other public places.”
