The sale of tobacco for oral use is prohibited. “Tobacco for oral use” includes tobacco products for oral use, except those intended to be inhaled or chewed, in the form of powder, fine particles or a combination of these forms, in particular those presented in sachet portions or porous sachets. Therefore, tobacco products intended to be inhaled or chewed are allowed, and the regulatory status “Some Restrictions” is given.

The law does not specifically prohibit the sale of waterpipe tobacco; therefore, the law is interpreted as permitting the sale of waterpipe tobacco.

The law prohibits the sale of tobacco products in schools/educational facilities.

The sale of tobacco products is restricted to certain business establishments and the sale of tobacco products outdoors is not allowed. Therefore, the sale of tobacco products in playgrounds is prohibited.

The law prohibits the sale of tobacco products in establishments in the field of sports. This is interpreted as included stadiums and arenas.

The law prohibits the sale of tobacco products in healthcare facilities, with the exception of nursing homes, rehabilitation centers, psychiatric hospitals, institutions for the weak, family replacement homes for the disabled and nursing homes.

The law prohibits the sale of tobacco products in establishments for arts and culture.

The law prohibits the sale of tobacco products in institutions, services and companies managed by the State, except penitentiaries.

The law prohibits the sale of tobacco products in establishments for welfare and social services.

The law prohibits the sale of tobacco products in supermarkets, outlets located in supermarkets, and outlets that can be reached directly from a supermarket. However, there is an exception for supermarkets located in correctional facilities; nursing homes, rehabilitation centers, psychiatric hospitals, institutions for the weak, and family residential homes for the disabled; catering establishments where the sale of hemp or hashish is permitted; and catering establishments whose main purpose is to offer a hookah for use on the premises.

The law prohibits the sale of rolling tobacco in packages weighing less than 30 grams.

The law does not require a specific retail license or equivalent approval to sell tobacco products.

To align with FCTC Art. 15, the law should require retailers to obtain a license to sell tobacco products.
