Tobacco Product
Tobacco product [Federal Law No. 268-FZ]: any product entirely or partly made of the tobacco leaf as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing.
Tobacco product [EEC Technical Regulations for Tobacco Products (TR TC 035/2015)]: a product, fully or partially made from tobacco leaf and/or other parts of the tobacco plant as raw materials, prepared in such a way that it may be used for smoking.
The definition of "tobacco product" contained in Federal Law No. 268-FZ aligns with the FCTC definition. It could be improved by adding "or any other means of consumption."
The definition of “tobacco product” contained in the Technical Regulations for Tobacco Products (TR TC 035/2015) is narrower than the definition of “tobacco products” contained in FCTC Art. 1(f) because it encompasses only products for smoking. Therefore, the requirements in the Technical Regulations apply only to smoked tobacco products.

Outside Packaging and Labeling
Package [Federal Law No. 268-FZ]: the minimum unit of packaging of tobacco products used in the retail sale to consumers.
Consumer packaging [EEC Technical Regulations for Tobacco Products (TR TC 035/2015)]: packaging intended for the sale or primary packaging of products sold to the final consumer.
The definition of "package" contained in Federal Law No. 268-FZ aligns with the FCTC definition in that it covers any packaging used in the retail sale to the customers.
The definition of “consumer packaging” contained in the Technical Regulations for Tobacco Products (TR TC 035/2015) aligns with the definition of “outside packaging and labeling” contained in FCTC Art. 11(4) in that it encompasses all packaging used in retail sale.
