Fine amounts: juridical persons – from 30,000 to 50,000 RF Rubles with seizure of the products.
The fines are not significant enough to have a deterrent effect. In order to align with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should provide a range of fines or other penalties commensurate with the severity of the violation.
Importer
The law does not provide any penalties to an importer.

Wholesaler
The law does not provide any penalties to a wholesaler.

Fine amounts: (1) natural persons – from 1,000 to 5,000 RF Rubles; (2) officials - from 2,000 to 3,000 RF Rubles; or (3) juridical persons – from 20000 to 30000 RF Rubles.
