Smoke Free Status of Indoor Public Places, Workplaces, and Public Transport
All indoor workplaces
The law prohibits smoking in a specified list of places, many of which are workplaces. While this list captures many types of workplaces, it does not include all types of workplaces; for example, hotels and other lodgings, bars, and discotheques. In any other public place not listed in the law or regulations, the law allows designated smoking rooms meeting specified standards. Because designated smoking rooms are allowed in some workplaces, the regulatory status code "Smoking is Restricted" is given.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all indoor workplaces. In addition, the law should contain a definition of "workplace" that aligns with the definition provided in the FCTC Art. 8 Guidelines.
All indoor public places
The law prohibits smoking in only specific enumerated places like government facilities, healthcare facilities, educational facilities, factories, banks, public institutions, and others. In any other public place not listed in the law or regulations, the law allows designated smoking rooms meeting specified standards. Because designated smoking rooms are allowed in some public places, the regulatory status code "Smoking is Restricted" is given.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all indoor public places. In addition, the law should contain a definition of "public place" that aligns with the definition provided in the FCTC Art. 8 Guidelines.
All public transport
The law prohibits smoking in any public means of transport including vehicles, buses, trains, ships, boats, and aircraft.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to public transportation.
Government facilities
The law prohibits smoking in all ministries, government agencies, and public institutions.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to government facilities.
Private offices
The law specifically prohibits smoking in companies, institutions, organizations, factories, and banks. This is interpreted as covering all private offices.

Hospitals
The law prohibits smoking in all public and private healthcare facilities, including hospitals, medical cities, clinics, mobile clinics, medical centers, laboratories, and pharmacies. Additionally, the law prohibits smoking any place that transports or stores medicines and health supplies.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to hospitals.
Residential healthcare facilities - public areas
The law prohibits smoking in all public and private healthcare facilities, including hospitals, medical cities, clinics, mobile clinics, medical centers, laboratories, and pharmacies. Therefore, the law is interpreted as prohibiting smoking in residential healthcare facilities, including their public areas.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to public areas of residential healthcare facilities.
Non-residential healthcare facilities
The law prohibits smoking in all public and private healthcare facilities, including hospitals, medical cities, clinics, mobile clinics, medical centers, laboratories, pharmacies, and the like. Therefore, healthcare facilities, including non-residential healthcare facilities, are smoke-free.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to non-residential healthcare facilities.
Childcare facilities/preschools
The law prohibits smoking in certain enumerated places, including “educational … and social institutions.” This is interpreted as including childcare facilities and preschools.

Primary and secondary schools
The law specifically prohibits smoking in educational institutions and training facilities. Therefore, smoking is prohibited in primary and secondary schools.

Universities/vocational facilities
The law specifically prohibits smoking in educational institutions and training facilities. Therefore, smoking is prohibited in universities/vocational facilities.

Shops
The law prohibits smoking in certain enumerated places. "Shops" are not among the places listed. In public places not specifically listed in the law or regulations, smoking is permitted only in designated smoking rooms meeting specified standards.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in shops.
Cultural facilities
The law specifically prohibits smoking in cultural institutions, museums, conference centers, and other facilities.

Indoor stadium/arenas

Restaurants
The law specifically prohibits smoking in places used to prepare, process, or pack food, beverages, and foodstuffs in restaurants, cafés, booths, stalls, mobile and fixed food trucks, factories, and kitchens. However, it is unclear whether places where food and beverages are served and consumed are intended to be covered. Generally, in public places not specifically listed in the law or regulations, smoking is permitted only in designated smoking rooms meeting specified standards. In these smoking rooms, however, food and beverages cannot be served. Therefore, the regulatory status code “Uncertain” is given.

Bars/pubs/nightclubs
The law prohibits smoking in certain enumerated places. Bars, pubs, and nightclubs are not among the places listed. In public places not specifically listed in the law or regulations, smoking is permitted in designated smoking rooms meeting specified standards.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in bars, pubs, and nightclubs.
Casinos
The law prohibits smoking in certain enumerated places. Casinos are not among the places listed. In public places not specifically listed in the law or regulations, smoking is permitted only in designated smoking rooms meeting specified standards.

Hotels/lodging - public areas
