Tobacco Product
Tobacco product: a product containing tobacco in any form.
The definition of “tobacco product” aligns with the FCTC definition. Although it does not mention the manner in which tobacco products may be used, the definition of tobacco product is broad enough to cover all forms of tobacco products.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Package: a container, receptacle, or wrapper in which a tobacco product is sold or distributed.
The definition of “package” incorporates the key elements of the FCTC definition of “outside packaging and labeling” in that it covers any container used in retail sale of the product.
