Sales Restrictions
(e.g., seizure of the product, publication of the violation/violator)
Violations of sales restrictions are subject to a fine of €4,000 to €33,000. In addition, a fine of €800 to €2,000 shall be imposed on the responsible person of a legal entity, the responsible person of a self-employed person, and the responsible person of a sole trader that violates sales restrictions. A fine of €1,600 to €8,000 shall be imposed on a sole trader or self-employed person who commits this offense. For sales of smokeless tobacco (which is prohibited), the products shall be seized.
Location-based Sales Restrictions
Tobacco sales are not restricted by location; therefore, there are no associated penalties.
Minimum Retail Package Size

Violations of the minimum retail package size are subject a fine of €4,000 to €33,000. In addition, a fine of €800 to €2,000 shall be imposed on the responsible person of a legal entity, the responsible person of a self-employed person, and the responsible person of a sole trader that violates minimum retail package size requirements. A fine of €1,600 to €8,000 shall be imposed on a sole trader or self- employed person who commits this offense. Tobacco products in violation of minimum retail package size shall be seized.
Minimum Legal Sales Age
Violations of the minimum legal sales age are subject to a fine of €4,000 to €33,000. In addition, a fine of €800 to €2,000 shall be imposed on the responsible person of a legal entity, the responsible person of a self-employed person, and the responsible person of a sole trader who violates minimum legal sales provisions. A fine of €1,600 to €8,000 shall be imposed on a sole trader or self- employed person who commits this offense.
