Disclosure Requirements
Disclosure by manufacturers and importers of cigarettes to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes
Ministry of Agriculture and Forestry
The law requires an annual disclosure to the Ministry of Agriculture and Forestry that includes a list of all ingredients by weight, a declaration of purpose for the inclusion of each ingredient, toxicology data on each ingredient, emissions information, and a general explanation and characteristics of the additives used. New permits are required with changes in ingredients.
The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.

Ministry of Agriculture and Forestry
The law requires the disclosure by producers of all emissions, including tar, nicotine, and carbon monoxide. The law also requires disclosure of the methods used to measure the emissions levels. New permits are required with changes in emissions.

Disclosed information readily available to the public
Ministry of Agriculture and Forestry
The law requires the disclosed information to be made available to the public on the website of the Ministry of Agriculture and Forestry. Producers can specify information that they consider to be a trade secret for protection/non-disclosure to the public.
The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires that disclosed information be made readily available to the public.
