Sales Restrictions
The State Service of Turkmenistan for Protection and Security of a Healthy Society is responsible for monitoring wholesale and retail trade in tobacco products. However, the law does not clearly impose a duty on the agency to enforce the law.
Additionally, the law provides that persons who violate the law are guilty, but the consequences of such violation are uncertain. For better clarity, the law should provide a clear enforcement system including duties and penalties for all involved.

Minimum Retail Package Size
The law does not regulate the minimum size of tobacco product packages; therefore, there are no associated penalties.
Minimum Legal Sales Age
Sales of tobacco products to minors are subject to a fine between four and twelve times the base value for individuals, between ten and twenty times the base value for officials, and between twenty and forty times the base value for legal entities.
