Tobacco Product
“Tobacco product” means a product which is entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing or snuffing or to be consumed by any other means.
The definition of “tobacco product” contained in the Tobacco Control Law aligns with the definition of “tobacco product” provided in FCTC Art. 1(f).

Outside Packaging and Labeling
“Outside packaging” means any packaging in the retail sale of tobacco products, such as cartons, and includes any label and other written or graphic information on or in it.
The definition of “outside packaging” contained in the Tobacco Control Act aligns with the definition of “outside packaging and labeling” provided in FCTC Art. 11(4).

Unit Package
“Unit package” means the package in which tobacco products for retail are packed.
The definition of “unit package” contained in the Tobacco Control Regulations is significant because the requirements generally apply to unit packages. Because this term is defined to include packages in which products for retail are packed, it includes both unit (e.g., pack) and outside packaging (e.g., carton).
