Smoking is prohibited in an enumerated list of “public places”, including “buildings of enterprises” and “workplaces”. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the public place or workplace. There is an exception for airports, in which designated smoking rooms are allowed within the airport in the area designated for checked-in passengers. Further, specially designated places for the smoking of hookahs may be organized in isolated buildings, structures and facilities, in which services for making available hookahs exclusively exist. These specially designated hookah areas are workplaces for the people who serve the hookah smokers. In addition, the other specially designated smoking rooms may require cleaning by a worker. Due to these exceptions, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of all indoor workplaces.

Smoking is prohibited in “public places”, including in a list of enumerated public places. However, smoking is allowed “in the inoperative train cars of trains” and “in the rear part of the decks of river vessels.” Due to these exceptions, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibition smoking on all parts of all forms of public transport.

Smoking is prohibited in buildings of state agencies, which includes government facilities. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main public facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of government facilities.

Smoking is prohibited in “workplaces.” Although specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main public facility, a private office itself must be smokefree.

The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to private offices.

Smoking is prohibited in “organizations of the health care system”, which includes hospitals. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main hospital facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of hospitals.

Smoking is prohibited in “organizations of the health care system”, which includes public areas of residential healthcare facilities. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main residential healthcare facility. These isolated buildings are themselves public areas of the non-residential facility. Therefore, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all public areas of residential healthcare facilities.

Smoking is prohibited in “organizations of the health care system”, which includes non-residential healthcare facilities. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main non-residential healthcare facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of non-residential healthcare facilities.

Smoking is prohibited in “educational organizations”, which includes preschools. Smoking is also prohibited in “buildings of enterprises, institutions, organizations and state agencies,” which encompasses public and private childcare facilities. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main childcare facility or preschool. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of childcare facilities and preschools.

Smoking is prohibited in “educational organizations”, which includes primary and secondary schools. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main primary or secondary school facilities. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of primary and secondary schools.

Smoking is prohibited in “educational organizations”, which includes universities and vocational facilities. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main university or vocational facilities. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of universities and vocational facilities.

Smoking is prohibited in “shopping facilities.” However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main shopping facilities. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of shopping facilities.

Smoking is prohibited in cultural institutions, theaters, concerts, observation and exhibit halls, museums and libraries. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main cultural facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of cultural facilities.

Smoking is prohibited in sports and recreation facilities and entertainment facilities. This is interpreted as including indoor stadiums and arenas. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main indoor stadium or arena facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of indoor stadium and arena facilities.

Smoking is prohibited in “service outlets, including catering establishments,” which includes restaurants. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main restaurant facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of restaurant facilities.

Smoking is prohibited in “service outlets, including catering establishments” as well as in clubs and discotheques. This includes bars, pubs, and nightclubs. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main bar, pub or nightclub facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of bar, pub and nightclub facilities.

Smoking in prohibited in clubs and “other entertainment (leisure) locations.” This is interpreted to include any casinos. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the facility. Due to this exception, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of casinos.

Smoking is prohibited in “premises designated for the rendering of residential services, hotel services, services for temporary placement and (or) securing temporary housing.” However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main hotel facility. These isolated buildings are themselves public areas of the hotel facility. Therefore, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all public areas of hotel facilities.

Smoking is prohibited in “premises designated for the rendering of residential services, hotel services, services for temporary placement and (or) securing temporary housing.” Although specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main hotel facility, a guest room itself must be smokefree.

The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to guest rooms in hotels and lodging facilities.

Smoking is prohibited in “buildings of enterprises, institutions, organizations and state agencies,” which is interpreted as including prison and detention facilities. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main prison or detention facility. These isolated buildings are themselves public areas of the prison or detention facility. Therefore, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all public areas of prisons and detention facilities.

Smoking is prohibited “in local and long-distance railway vehicles, . . . on buses, metro cars, taxis, municipal electrical transport, . . . as well as in other types of public transport”. Smoking is prohibited in taxis.

Smoking is prohibited in aircraft.

The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to commercial aircraft.

Smoking is restricted to “the rear part of the decks of river vessels.”

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking on all parts of commercial watercraft.

Smoking is prohibited in “in metro stations, transport stations” and in “airport buildings, train and automobile stations, and river ports”. However, specially designated smoking areas or rooms are allowed outside or in isolated buildings and structures that are not part of the main train or bus station or port. In addition, specially designated smoking rooms are allowed in airports in zones designated for passengers checked in for a flight. Due to these exceptions, the regulatory status code “Smoking is Restricted” is given.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all parts of all public transport facilities.
