Health Warnings/Messages Features
One of 12 authorized text and image warnings must appear on each package of cigarettes. The combined text and image must occupy 100% of one principal display area, and the text alone must occupy 30% of the other principal display area of the package. The text must be preceded by the statement: “The Ministry of People’s Power for Health warns”. The 12 warnings must be rotated so that they appear in each lot of cigarettes produced.
The regulations require warnings on cigarettes only. Other smoked tobacco products are not required to carry warnings.
The law aligns with FCTC Art. 11 and the FCTC Art. 11 Guidelines with respect to size, content and rotation of the warnings, in that the warnings occupy more than 50% of the surface of the pack, contain text and images, and are rotated. However, the law does not meet FCTC Art. 11 in that it does not require warnings on smoked tobacco products other than cigarettes. To fully meet FCTC Art. 11, the law should require health warnings on other smoked tobacco products.
