Manufacturers and importers of tobacco products are required to submit annually "information on the composition of the tobacco products sold and their emissions . . . in a form approved by the Eurasian Economic Commission." The draft disclosure form has not yet been approved by the EEC.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.

The law does not require that disclosed information be made readily available to the public. While the law requires tobacco products packages to carry "information on systemic poisons, carcinogenic, and mutagenic substances," this is not the same as making reports (or disclosed information from reports) from manufacturers and importers readily available to the public, as only limited information may be placed on tobacco product packaging.

To align with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines, the law should require that disclosed information on contents and emissions be made readily available to the public.
