Tobacco Product
"Tobacco products" means products that can be used and that entirely or partly consist of tobacco, regardless of whether the tobacco is genetically modified.
The definition of "tobacco products" aligns with the definition provided in FCTC Art. 1(f).
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
"Outer packaging” means any packaging apart from transparent material that a tobacco product or an herb-based smoking product is marketed in, and that surrounds one or more unit packs.
The definitions of "outer packaging” and “unit packet” together align with the definition of “outside packaging and labeling” provided in FCTC Art. 11.

Unit Packet
“Unit packet” means the smallest individual packaging of a tobacco product or an herb-based smoking product that is marketed.

Health Warning
“Health warning” means a warning regarding a product's adverse effects on health or other undesirable consequences of consumption of the product, including text warnings, combinations of health warnings, general warnings, and information notices.
The definition of “health warning” is significant because the law requires health warnings on tobacco product packaging.
Combined Health Warnings
“Combined health warnings” means a health warning that consists of a combination of text warning and an accompanying picture, or an accompanying illustration.
The definition of “combined health warnings” is significant because the law requires “combined health warnings on certain tobacco products.
