The law and implementing regulations specify that rotating picture health warnings are required to cover at least 30% of the front and back surfaces of all tobacco product packaging.
Pursuant to Standard Specification No. 546 (IQS 546/2018), cigarette packs and cartons must display a text-only health warning on 40% of the front panel and a combined picture and text health warning on 40% of the back panel. The standard includes nine text-only warnings and four combined warnings, with the combined warnings being used simultaneously for a period of three years. Although the standard is silent about rotation of the text-only warnings, the law requires the health warnings to be changed every 180 days.
The law meets FCTC Art. 11 in that the required health warnings must occupy at least 30% of the front and back of the package. However, to more fully align with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should require combined picture and text warnings that occupy at least 50% of the front and back of the package.

Note: We do not have access to the regulations prescribing the health warnings for smokeless tobacco products and, therefore, are unable to comment on how many warnings are currently authorized, the content of those warnings, and whether rotation has been implemented as required.
