Manufacturer

Any person who manufactures, imports, or sells tobacco products in violation of packaging and labeling provisions is subject to a fine of no less than 25 million Iraqi dinars (ID) and no more than ID 50 million, with the confiscation and destruction of those tobacco products not in conformity with the specifications in question. For repeat offenses, the license to import, manufacture, or sell tobacco products shall be revoked by the issuing body, and the fine described above shall be imposed.
The law aligns with FCTC Art. 11 and the FCTC Art. 11 Guidelines as it provides for a range of penalties commensurate with the severity of the violation, including increased penalties for repeat violations.
Importer
