Sale of heated tobacco products
The law allows the sale of HTPs subject to a minimum sales age; location-based restrictions; and a ban on the sale of HTPs via the internet and vending machines.
Use in indoor public places, workplaces, and public transport
The law prohibits the consumption of “tobacco products,” which, by definition, includes HTPs, in most indoor public places and workplaces and on all public transport. However, smoking is specifically permitted in designated areas of dining facilities and public transport facilities. Therefore, the regulatory status code "Some Restrictions" is given.
Advertising and promotion (excluding point of sale product display)
The law prohibits most forms of the advertising and promotion of tobacco inserts. Sponsorship
The law prohibits most sponsorship of tobacco products, which, by definition, includes tobacco inserts, except for charitable assistance by physical and legal entities implementing the importation, manufacture, sale, and distribution of tobacco. However, all other tobacco product sponsorship is prohibited. Therefore, the regulatory status code “Some Restrictions” is given.
The law does not specifically address the sponsorship of devices. Although devices directly and indirectly promote the use of tobacco products, which includes tobacco inserts, the regulatory status code “Uncertain” is given.

Health warnings on product packaging
The law requires picture and text health warnings to be displayed on 65% of each side of the packaging of tobacco inserts.
The law requires health warnings on device product packaging regarding harm from the consumption of tobacco products and nicotine. However, the location, size and other details of the required health warnings are not prescribed in the law.
Other product packaging and labeling requirements
The law lists information that is required on each product package, which includes tobacco inserts. The law prohibits information that directly or indirectly misleads the consumer, including such words as "low tar content," "mild," "very mild," "smooth," "extra," "ultra" or other word combinations, including those in foreign languages, any terms, descriptions, signs, symbols, or other markings creating a false impression that specific products and/or methods of consumption are less harmful than other products and/or methods of consumption, or which elicit an association with food products (food additives), including fruits, berries, and confections.

Manufacturer/importer disclosure and/or notification requirements
The law requires manufacturers and importers to annually provide reports of the results of laboratory studies on maximum nicotine levels (1 mg/cm3) in all tobacco product brands.
Location-based sales
The law bans the sale of HTPs within buildings or on the premises of healthcare or educational organizations, physical exercise/health improvement, sports and athletic facilities and stadiums; on the premises of stores that sell goods for children; and on the grounds and within the premises of railway stations, bus terminals, airports, seaports, river ports, and metro subway stations designated for providing services related to the transportation of passengers (except for duty-free sales).
