Tobacco Product
“Tobacco products” means products that can be consumed and that consist, even if only in part, of tobacco, even if genetically modified.
The definition of "tobacco products" aligns with the definition provided in FCTC Art. 1(f).
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
“Outer packaging” means the packaging in which tobacco products or related products are placed on the market and which contains a package unit or a number of package units, except that unprinted cellophane packaging is not considered an outer packaging.
The definition of “outside packaging and labeling” aligns with the definition provided in FCTC Art. 11 in that it includes any packaging used in retail sale.

Combined health warning
“Combined Health Warning” means a health warning consisting of a combination of a warning text and a corresponding photograph or illustration, as provided by or under this Decree.
The definition of “combined health warning” is important to interpret packaging and labeling requirements.
