Tobacco Product
Tobacco products: products intended for smoking, sniffing, sucking or chewing inasmuch as they are made wholly or partly of tobacco, whether genetically modified or not.
The definition of “tobacco products” in the Regulations aligns with the definition of “tobacco product” in the FCTC.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Outer packaging: any package of tobacco products sold to the consumer and contains one, or more, unit packets. Transparent wrappers are not considered as outer packaging.
The definition of “outer packaging” provided in the 2003 regulations (as inserted in 2017) aligns with the definition of “outside packaging and labeling” contained in FCTC Art. 11.
Any packaging and labeling used in the retail sale of the product. (FCTC Art. 11(4))
