Sub-national jurisdictions should adopt laws that implement national policy. Pursuant to Arts. 41 and 42 of Decree No. 015-2008 as amended by Decree No. 001-2011, sub-national jurisdictions play an important role in establishing sanctions and monitoring mechanisms. However, such laws and policies must be in accordance with national law.
