Tobacco Product
Tobacco products: products composed entirely or partially of tobacco leaf as its component and manufactured to be smoked, sucked, chewed, or used in any other manner of consumption.
The definition of “tobacco products” aligns with the definition provided in FCTC Art. 1(f).
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Packaging: all exterior packaging used in the retail sale of tobacco products.
Labeling of tobacco products: all forms of use, statements, indications, brands of products, images or signs concerning tobacco products and appearing on tobacco products or on any packaging, document, tag, label, clasp or ring accompanying the tobacco products or referring to them.
Taken together, the definitions of the terms “packaging” and “labeling of tobacco products” in the decree align with the definition of “outside packaging and labeling” in FCTC Art. 11(4) in that they cover all packaging and labeling of tobacco products for retail sale.

Derivative Products
Derivative products: this is understood to refer to products that contain nicotine but not tobacco leaf, such as the electronic cigarette.
The definition of “derivative products” is significant because health warnings are required on tobacco products and derivative products.
